Falling on snow does not cause any injury or even pain. To the contrary, falling on a street where the snow is removed is more dangerous and more painful than falling on one foot of snow. The snow acts like a shock absorber. I know because I fell many times. I prefer to fall on snow than falling on a clean street. If you are at risk of falling, the best advice is: Stay at home during a snow storm.

One foot of snow is an unnecessary obstacle that people need to power through. It's made harder once a few footsteps have been stomped in especially if they are uneven. And your assertion that it does not cause any injury is ridiculous. Sprained ankles, bruises are quite common.
