I strongly believe a lot of people are doing illegal dumping because they have big items that don't fit in regular size cans.
Some cities do bulk pick up twice a year, which works great:

The city of alameda should think of such a service.
Also, a reminder to all residents who don't know of the on-call program that each property is allowed once per year: http://www.alamedacountyindustries.com/alameda/residential/cleanup/

Your suggestion is noted! We have the service ACI performs agreed to by City Council once per year when the integrated waste service rates are reviewed for the next fiscal year.
A second annual is available to all, but for a fee.
