Hello PW KB-- I feel honor-bound to state that it is likely this is not material dumped by Arco, even though it is on Arco property. Both Arco and Kentucky Fried Chicken next door were inundated with dumping after a clothing donation box was placed between them on Encinal. The box has been removed, but by the time it was removed people had already formed the habit of dumping on these two properties. Both Arco and KFC are still subject to dumping. I see that they are trying to move the dumped items toward their garbage areas and have it picked up with their other garbage, but this takes time.
