Northbound Horton St bike lane between Stanford and Haruff blocked by construction signage. Please remind the contractor responsible for this signage that it should always be placed in the road verge or elsewhere whenever possible, not blocking a bicycle or other travel lane, or a sidewalk. If a bicycle lane or sidewalk must be blocked then appropriate detours or warnings need to be placed ahead of the blockage, just as it would for a vehicle travel lane.
