Agree. This is an enormous public safet issue. It is a hazard for traffic that must swerve around them in a location near a street crossing that makes it a pedestrian hazard. Many of the pedestrians are from the hospital clinic, many are diasabled on motorized scooters. Still more pedestrians cross this section of the street midblick as jaywalkers going to the housing authority and the Kroger.
This was a poor architecture decision in the 1960s to allow super block buildings that were allowed to build tall and right up to the property line without setbacks allowing for on-site deliveries on a surface lot. This zone is a hazardous set of issues that on-street loading only makes worse.
The answer is for the upper deck parking garage to be 'sliced back' ( the lid taken off the ground level service drop off that exists) so that trucks can not have a clearance problem ) .These office buildings are commercial ventures, they should be made to keep their functions so they don't cause safety hazards, and loaded no is a cost of doing business.

What kind of scooter ordinance would you like to see? Thy are motor vehicles driven by licensed drivers and can only be driven on the street.

They will if they observe it, but I'd rather have them spending time on crime instead of hanging out looking for jaywalkers.
