In this college town, abandoned bike enforcement is complicated. The Community Standard's Unit is able to confiscate bikes that are not in riding condition, or considered junk. Bikes in good riding condition are not generally picked up. In addition, the University of Michigan does a bike sweep once students graduate in the spring.
