What did EBMUD say? I thought it was another hare-brained city scheme for an encampment. Thanks for reporting it.

EBMUD was sending someone out. Code enforcement has already been out in July over illegal construction. This was first reported by someone else service request ID 754655. Our city officials and hair-brained sounds about right.

Good luck - a neighbor of mine was stealing water for months - flooding the sidewalk. EBMUD said they'd look into it in a "couple of months" but never did.
