I believe it would be more efficient, since illegal dumping has gotten out of control in almost every sector of Oakland, to simply have on a "pay by the day" basis, contract folks to make runs throughout the city. They would pu trash and take it to land fill. All you have to do is drive down streets to see illegal dumping of trash everywhere...... One does not need a to of technology, photos or videos to conform this.....
