Thank you for contacting the City of Greensboro. I will be glad to assist you with this. City ordinances address grass height but not bushes. Grass must be greater than 12 inches tall before the City can take action. Please advise if the grass in this case is taller than 12 inches. A picture would also be very helpful. I look forward to your reply.

Okay on the bushes, I do not have a picture, but it is well over 12 inches high, The grass has gone to seed if that tells you how high.
