Since no specific area was mentioned in the complaint current overhead photos were compared with photos taken in 2000. There has been no change during that time period, if there was a violation it is now unenforceable since more than fifteen years have passed. Lacking additional information I am closing this issue.

The zoning violation is the yard parking between 1463 North Ave and 15 Green Acres.

Thank you for the clarification! As the inspector responsible I apologize for the delay in responding. I was on vacation when the additional information was provided. This does appear to be a violation, I will be checking city records to see what has been approved for parking.
