I walk by this every day and I honestly never noticed it. There are plenty of practical-not-pretty things happening in our city every day. I hope that piece of wood and that old air conditioner last for another 20 years, saving the city time and money with what I assume was a quick and resourceful solution. Original poster, I see your point, but as a taxpayer, as long as this isn't a safety issue or waste of electricity, I'd rather have the city focus on more pressing and safety issues.
