This issue is pushing it a bit in my opinion. Based off your photo I wouldn't say that wall is "falling" into the sidewalk. Leaning yes, but not falling. And aside from a few lose capstones, it looks like it is in reasonably good shape. The yard also looks like it is cared for: the grass is cut and the bushes are pruned. I'm not sure this constitutes "Outside Blight"

I agree this is not "outside blight" but when reporting a private property issue SCF forces you to categorize it as either a housing code violation or outside blight.

The capstones that appear to be loose are the ones that already fell and somebody picked them up and placed them back on top. Leaning walls only get worse over time so this is just a "heads up" about the current condition.
