Description
The light on Hall Road should be AT Partridge Creek Drive. People trying to get out of the mall, especially those wishing to cross all lanes to turn around and head westbound, cannot safely exit because of continual traffic flow. Light needs to be placed at the mall access.

MDOT informed us that a traffic impact study was prepared for the Partridge Creek Mall before the mall opened its doors to determine the traffic impacts on M-59 and the adjacent turnarounds to the main entrance. The study showed that a traffic signal is needed at the westbound to eastbound turnaround just west of the mall main entrance to provide gaps for traffic exiting the mall and also to prevent traffic backups on the same turnaround that would spill onto westbound M-59 through movement.
I hope this explanation helps to clarify the reason why the traffic signal was placed at the turnaround and not at the mall main entrance.
