I am curious to know -- does the parking ban on lawns/yards apply to ALL of Burlington? Someone here told me that there is an exemption for Wards 4 and 7, but I find that hard to believe.

Is their actually a car parked on the lawn at 82 Heineberg Road or are you just asking a question?

Yes there is an exemption for Wards 4 and 7 along with the South end of Wards 5 and 6.
The full text of the lawn parking ordinance is below.
20-55 General prohibitions.
(f) Parking on lawns or yards in residential districts prohibited.
(1) It shall be unlawful for any vehicle to be parked on any lawn or yard in any area in Wards 1, 2, 3 and 8. It shall also be unlawful for any vehicle to be parked on any lawn or yard in any area in Wards 5 or 6 located north of a projected line extending along the centerline of Howard Street from the western boundary to the eastern boundary of the city. Lawns or yards are defined for the purposes of this subsection to be any open space not approved by the department of planning and zoning as an area for vehicular egress and ingress or parking.
(2) The prohibitions in subsection (f)(1) of this section shall not be in effect during a declared parking ban pursuant to Section 20-56.

The parking ticket provision is not applicable in Wards 4 and 7.
Since the route to check these is through zoning, the first thing we check is history. If this was recently initiated it is a more clear cut issue. In this case the vehicle(s) parking to the side of the garage has been occurring since approximately 2004 from the photos we have at our immediate access. This photo was from today.

We will confirm with the Zoning Administrator what the city database from 2000 shows for the same parking area.
