I may have the details wrong here, but I thought that in a buffet, when new food is brought out, the old tray of food must be removed and the new tray substituted. I think the "old" food can be placed in the "new" tray, but the old tray has to be removed and washed prior to another use.

I was at Pao Brasil yesterday and noticed on several occasions that the cooks simply brought out another bowl of food and refilled the "old" tray.

Perhaps they only need a quick refresher on correct food handling procedures. Perhaps I do.
