derelict idle people hanging by dumpsters behind the main library

Some impoverished and/or homeless people use the library as a shelter during the day (and do a lot of reading).

Many such people eat dinner at the soup kitchen on Temple less than a block away.

I am aware of that but they should not be in the alley behind the building on church property hanging out and selling drugs or whatever it is they are hiding back there.
