Unregistered, uninspected vehicle with left-side windows broken- in apparently abandoned on street. (Was parked previously for weeks further down Church St. before being removed back in December of 2016.)

03/06/2017 (526) vehicle moved from location on 3/1/17. Burlington City Ordinance requires a vehicle be moved at least 25 feet every three days. It has been moved. Checked with City Attorney being parked on the street with broken windows does not appear to be a violation of parking ordinances.
Will continue to check vehicle for three day limit.

From article VI of city code:
"20-157 Leaving dismantled, nonoperating or unregistered vehicles on streets prohibited.
(a) No person shall leave any partially dismantled, nonoperating, wrecked, junked or unregistered vehicle on any street or highway within the city. An unregistered vehicle shall include any vehicle not displaying valid license plates or validating stickers issued by the Vermont Department of Motor Vehicles or by any other state."
With its validating sticker expired for over a year, raising the question, if "properly registered", where has the validating sticker been living in the interim? Also, uninspected since February, 2016 and moved on public street, uninspected, unregistered, and with uncertain insurance status. Perhaps more than a parking issue?

Having an expired registration sticker on your plate is not proof that the vehicle is not registered. The police department has access to Department of Motor Vehicle records which would provide the proof that the vehicle is not registered. The police department has indicated no violation which means they checked the registration with DMV.
As for the expired inspection sticker, that is not a parking violation. Operating a vehicle with an expired inspection is a moving violation. If an officer saw this vehicle being operated they could issue the operator a ticket for not having a valid inspection. They cannot issue a ticket for a parked car for this violation.

I'm sorry to belabor this, but it does NOT answer my questions. This vehicle has been seen on the streets of Burlington for over three months in its current, wrecked state. I do understand and have understood the points you and Mr. King raised re: state DMV registration, but you have not answered the question of its being in violation of city code which states that:
"...An unregistered vehicle shall include any vehicle not displaying valid license plates or validating stickers issued by the Vermont Department of Motor Vehicles or by any other state."
Also, my question of where the validating stickers have been for the last year, along with a number of other questions, remains unanswered. We could take the discussion off-line if you prefer.
