The amount of dirt doesn’t meet the requirements listed in IBC 2015 Appendix J J-103.2 This dirt is isolated, self-contained, no danger to the public, and doesn’t affect adjoining properties. I also took photos the drainage ditches around the property, I didn't see any runoff.
