Eventually, yes. But this is a constant problem in the summer when it rains almost daily. The water doesn't evaporate & then becomes a breeding ground for mosquitoes. The entire area becomes impassable because the ground on either side of the sidewalk becomes saturated & turns muddy & slippery. Unless you live in the neighborhood, you gave no idea what it is like.
