I have a feeling the tree in the city's ROW in front of the house here was taken down by the homeowner illegally. I've seen diseased trees that need to be taken down in our neighborhood and there is a posting on the tree for a couple of weeks prior to the city taking it down. Additionally, the stump was ground which the city does not normally do. I don't remember seeing any problems with the tree and therefore it wouldn't have been taken down due to disease. I'd like the city to at the very least re-plant the tree, but also for the homeowner to be fined for encroaching on the city's ROW.
