A few months ago, the county performed some chipseal filling of holes and pock marks in a storm drainage ditch along the 9700 block of Owen Brown Rd. in Columbia. However, recent heavy rains have ripped the chipseal from the concrete underneath, and chunks of it are partially blocking the pipe running under a common driveway for 9781, 9787 and 9791 Owen Brown Road.
