Description

this car does not move, takes plate off for street cleaning (so they dont get a ticket) how is this legal? Shouldnt cars with no plate get towed automatically?

Update: NYPD visited this location twice last week, including Friday during Alternate Side Parking hours. The vehicle was not observed either time.
