To lesson pollution and congestion they use camera to only activate the traffic lights when needed. So you have to push the button for the crossing to force the light to trigger even when there isnt a car

That doesn't always happen, however. Even when you push the button the pedestrian walk signal doesn't come on - the signals just direct vehicular traffic with no safe crossing intervals for pedestrians. These streets traverse residential neighborhoods; we who live here should have (at least) parity with drivers just using them to get to the bridge or the highway.

A Public Works crew has investigated this matter. (SO) The traffic lights at this intersection are coordinated with State street to allow vehicular traffic to flow. By utilizing the pedestrian push button, you are placing a call to the traffic controller to service the walk signal. This set up allows for less congestion and pollution during peak travel times. All of the push buttons have been checked and are fully operational.
