I don't think the signal is broken but whoever is in charge of this signal is. The left arrow to go north onto Platt from Packard alternated when it would turn on. This meant several vehicles sat at that intersection for 8 minutes even though there was enough of a break in traffic to turn because we never got a green arrow. This is incredibly frustrating to sit there, not because of traffic, but because a light cycles through and never turns green. There was no reason I could see for the light to not turn as the left turn lane was getting longer and longer. Why would this light not turn green during every cycle and why does it not provide a flashing yellow so that when there is a break in oncoming traffic, which happened often, you could turn then?
