Agreed. Just went through that intersection about an hour ago and waited and waited and waited for the light to turn green (coming out of West Rock). Even the police officer in the Crown Vic tired of waiting for the dedicated left turn arrow onto West Rock from Whalley - left turn on red I guess. Speaking of this intersection, who has the right of way where Fountain and Whalley meet at West Rock? What a mess.
