I don't understand why there are always piles of trash at this corner and why the city isn't on top of this. I feel like I've reported this corner and the graffiti across the street dozens of times myself!

Yes, this area is so repeatedly hard hit that there MUST be something done besides citizens endlessly "reporting" it. Solutions must be proposed and considered.
