They will because they follow no laws. Sad that they are allowed to camp out where kids play and in neighborhoods. They don't want housing, but they want to live and ruin neighborhoods.
Why does Oakland allow this to happen when other cities actually send officers out to deal with it? Just the other day, a squad car came out to ticket and remove an abandoned car, but when I pointed out the encampment directly next to it which I had also called about he said that was some other department's responsibility.
The only time I've seen police around encampments is when public works is ready to clean them up. There is a sit, lie law ,but like I've said before no one makes the homeless follow the laws like the rest of us, that's why they do as they please. Not sure what city leaders are doing. Even if Oakland came up with some kind of solution, it's better than no solution. The homeless do whatever because they can.

Dear PWA Call Center - it is the correct address. The reason the picture looks different than Google Maps is because the building at the corner was knocked down.
