Flooding because of no sewage drains

Q. What is the violation address?
A. seymour road

Q. Please describe the situation
A. Construction started October 2014 and we were told it would be done in March. Everyone still has giant holes in their front yard and now the sewage drains were paved over causing my house to flood because we have zero drains on the entire street! The last house on the street has also been empty and grass is over 2' tall.
