There is a huge dying tree with a lot of large branches towering over our backyard, which has become a serious safety issue. It is in the alley/easement that runs along the side of our house on city property.

It was intended to be a private alley for the combined use of the adjoining owners. Like similar alleys, any adjoining owner may trim bushes or remove trees if they think it is necessary.
