Description
There is a broken down van with people sleeping inside. This car had been here since Thursday and has not moved (4 nights). There is no legible license plate or registration. Back old cargo style van 9+ seater / maybe a dodge but there is no front end. Occupants are leaving trash /feces and have yelled at people walking close to it on a sidewalk.fecies

I don’t get it, if my car had an expired tag on a city street, it would be towed. This car doesn’t have a tag or a license plate and they say they can’t tow it? Makes no sense.

Poor training is the answer. Any vehicle regardless of registration can be abandoned. APD Abandoned vehicle unit only has four people and they do not know how to properly address abandoned cars. Any vehicle in one place for over 36 hours is abandoned unless it has a valid police sticker allowing the storage of said car for 15 days. So if ANY car is parked in the same place for over 36 hours it is abandoned if there is no police sticker.
Inoperable is any expired license plate. They say if the vehicle is moved they have to start the clock again and usually do not get back to it for a week. APD and Parking Enforcement do not follow the city ordinances that say the lack of mobility (odometer shows .2 of a mile) does not apply because it is simply 10 feet away from where it was first observed. That is simply not true because the burden of proof is on the owner that the vehicle has moved the required distance. With the burden of proof on the owner if a car is within 1000ft of the original spot it is abandoned still and has not proved mobility.
That van is 100% abandoned and 100% inoperable.
Email or call your City Councillor, APD commander of illegally parked vehicle, Parking, Municipal Development Director, and the Mayor to express your concerns. That is the only way we as a city can hold them accountable. Stress to the Mayor and City Council that towing of inoperable vehicles should be changed from MAY to SHALL in the Ordinances.

No person shall park upon any street or upon any public property any motor vehicle not bearing or displaying a license plate specifically issued for such motor vehicle, except as may be authorized by law or regulation of any duly authorized governmental agency issuing such license plate. The Police Department shall have authority to impound such vehicle under § 8-5-2-3(A)(1).

8-5-2-3 ABANDONED AND INOPERABLE VEHICLES.
(A) A vehicle is abandoned if:
(1) The vehicle is parked on or along any street, alley or public way and the vehicle displays no current license plate and validating sticker; or
(2) The vehicle is left unattended on or along any public property, street, alley or public way in the same place for a period of 36 hours without a valid police sticker as defined in division (B) of this section;
