My elderly mother tripped and fell last night here injuring her knee and hip. A Good Samaritan delivery person helped her up. Knocked on the door of the house with no answer. Please fix. We plan to bring her to get imaging if her pain doesn’t get better

The tree is NOT removed. The homeowner arranges with the City to have the roots shaved, which does not harm the tree. I believe the homeowner is responsible for removing & then replacing the concrete.
You should see a lawyer regarding your mother's injuries.
