Description

Tenant on the 2nd floor has a dog that is unlicensed and unleashed that continues to defecate in my yard (906 Elm St). The tenant has been made aware of the issue and refuses to come clean up after the dog or keep it off my property. This has been going on for quite some time with no end in sight.

Q. Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?
