  Thanks for your response. Meters are tested prior to being shipped to us, so it's unlikely there is any problem with the new meter serving your property now. The Office of Finance- Billing & Customer Service can schedule a meter re-reading where the tech will visually read the meter and check to see if there is any "flow" when you are not using water. "Flow" might suggest a leak exists. Thanks again for your inquiry.

  When the meter is working correctly I believe we normally use between 3k to 5k on average, this is why we brought notice to our billing being erratic. We've been in this townhouse since 2018 and just find it odd, that's why I'm bringing it to your attention. Photo for your records. Also if the new meter were to have to be installed at the house or in the yard, its a bit odd that we've never witnessed anyone out to install the new one and neither did our 24/7 front yard camera where the water entrance is to the house.
