Description
This is a crossing from a workplace (Scripps Inst of Oceanography) to the parking lot, or to the Aquarium. I know there is an overpass, but it is quite a detour. Someone is going to get injured or killed on this crossing one day unless something is done.

I apologize that this has not yet been resolved. I have not been working for the Councilmember in the capacity that i had been when this request was initiated.
Could you please specify which day(s) and time(s) of the week that it is most problematic? I would hate it if the Traffic Engineers went out there and noticed no problem at the intersection, and therefore could not help, becuase they did not go at the appropriate time(s).

In my conversation with Traffic Engineers, it sounded as though they had done an evaluation back in December, which resulted in the following improvements so far:
-Installation of hi-visibility pedestrian warning and pedestrian crossing signs
-Installation of pavement legends to alert motorists of an un-controlled crosswalk
-Conversion of crosswalk to a laddered crosswalk.
They wanted to emphasize that the existing, nearby pedestrian bridge completely removes conflict between vehicles and pedestrians and therefore provides the highest degree of pedestrian safety. For that reason, it is strongly recommended that pedestrians use the bridge, rather than the crosswalk, to safely cross La Jolla Shores Drive.
Nevertheless, Traffic Engineering can evaluate for the addition of a lighted crosswalk, but it would be hard to justify installing a high level pedestrian warning device such as in-road flashers when there is a pedestrian bridge adjacent to the crosswalk.
In order to qualify for a lighted crosswalk, the location would need to meet the warrants for pedestrian activity during two different 1-hour time periods. You've already provided 4:30pm to 5:30pm as one 1-hr timeframe. Could I please trouble you to provide a second 1-hr timeframe when there is a large amount of pedestrian activity?

I personally have almost been hit when there was a clearing both north and south, and I waited for a driver on downwind way turned south. I stepped out after he made the turn and the next driver was moving up at the stop sign, but this driver didn't stop. I had to run to avoid being hit when I realized he didn't see me 1/3 of the way into the road--I've never been that close to a moving vehicle. Additional drivers waiting at the stop sign behind him voiced their concern for me, and I feel very lucky.

It is also not useful to take the pedestrian bridge if you are trying to get to the bus stop on the northbound side.

Would be nice to have a crossing or stop sign by the bus stop at Naga Way as well, very dangerous to cross by foot or car during high traffic volume.

I use this intersection mostly after work. There are various problems with this cross walk. First of all, cars drive very fast downhill, probably faster than speed limit. Second, at certain times of the day, e.g. around 6 PM, many many cars are speeding down Downwind Drive. Third, at the same time, many cars try to get out of Downwind Drive. Because of the downhill speed on LJ Shores Dr, they can usually only achieve this by speeding up very quickly to make it into one of the short gaps in traffic going downhill. Drivers going downhill hardly ever stop for pedestrians, perhaps understandably as there is an increased chance of the next car crashing into their back due to the high speed. Drivers coming out of Downwind Dr also often times do not pay attention to pedestrians, as they are so much focused on the downhill traffic on LJ Shores Dr. Cars coming uphill usually do stop for pedestrians if you are already on the cross walk. Perhaps the new yellow warning sign improved this.
A reduced speed limit and perhaps several rows of those smaller white bumps (as on upper campus) would probably help here to slow traffic down and reduce the danger for pedestrians.

Last Thursday on Oct 12, a pedestrian was hit by a car at this very intersection. I talked to a lady who saw the man as he lay on the ground. He was bleeding profusely. It's about time the city did something to improve the safety at this intersection. I would like to see a full on traffic light with cameras to capture the license plates of drivers who do not obey traffic laws!

I got almost run over there - the driver just didn't pay any attention to me being on the pedestrian walk. My wife actually got hit, luckily the car made an emergency brake last second and she was ok.
This is an extremely dangerous crossing and can only be used if there is absolutely NO traffic from all four directions.
Crossing further down the road at Naga Way is also treacherous. How are we supposed to cross the road to catch the 30 bus or the UCSD shuttles? I guess pedestrians don't really matter.
