A. until it evaporates. Date when the extremely expensive construction was complete to now. any rain fill it

A. All day everyday. it's a bad design. water has no place to drain

A. This is a bad design. we knew it when it was being built over 5 months. How many people touched this design from drawing to laying asphalt? How many thousands $$$$ will it take to fix? BTW it's happening at most of those wonderful traffic calming devices
