Just so you know these aren't crabapple trees. They are some kind of berry producing tree. Even if they were crabapple trees, you can't just miss a cycle and claim it will get done on the next cycle. One might tell you to plan ahead, not behind. A city ordinance is a rule that you (the city) must follow as well.

I am sorry for the trees, but this is a dangerous situation for people who use the sidewalk in darkness as it hits people in the face and can cause damage to eyes.
