This issue is "closed" but the problem still exists. That's incredibly frustrating, but I guess there's nothing we can do about it. Today I approached the light and there was a long line of cars and buses in the right-most left-turn lane. No one was in the left-most turn lane. I pulled into the left-most lane and waited behind the sensor. Sure enough, the left-turn light never came on (after the side traffic went, it went back to full green for straight traffic -- nothing for us. The bus at the front of the lane to my right had clearly been sitting there for a long time with no light, as they pulled out into the intersection in anticipation of finally getting a light, but it didn't register. I pulled up over the sensor (left-most lane), and after the next cycle of side traffic, we got the green left-turn light.
This problem still exists!
