Under what conditions can a trash collection employee take a resident's trash bin? I imagine there must be some criteria.
This request for information is in reference to the following reported issue in which a resident claimed that a trash collection employee took their trash bin.

Closed in error.
Sometimes the bins get stuck on the truck. If this happens then we will replace.
If a property is constantly abusing the toters provided they will be removed.
Looks as though this was a mistake a the resident will receive a new toter.
