This wall has been a menace for a year and a half. It finally partially collapsed this summer but is still hazardous and the debris has been sitting on the sidewalk since August. A fence to prevent kids who live in the rentals from not falling wasn't put up until a week ago. Is the owner of this property allowed to leave it in this state forever and continue to collect rent?
