Description
I see we still have police hiding in the bushes at the entrances to the Village. Why are we utilizing an ineffective 1950’s style of traffic control which only serves to perpetuate our reputation as a speed trap community? If the goal is to catch one speeder and bring in revenue, then this outdated program works. However, if the goal is to stop speeding in the Village, a much more effective method is visibility. Put those patrols out in front where traffic can see them and the result will be an increase in compliance with the speed postings. The added benefit is that we will encourage visitors to our community while improving safety. I, for one, like the present Village speed limit and want to see it effectively enforced. The current approach does little to meet that goal.

Thanks Mr. Murphy. I appreciate and respect your comments. This was not in reference to a specific incident but rather to a general procedural issue. It was also not in reference to a personal issue. (I have had one ticket in my lifetime and that was 40 years ago and for parking.)
The Police do a great job! The issue is an outdated flawed procedure which has created the reputation of the Village being a speed trap. When the Mayor was running for Office, he specifically addressed the reputation concern related to Perry being viewed as a speed trap. The term "speed trap" are his words. Many communities have long stopped the practice of hiding the Police for traffic patrol and understand the value of visibility. Hiding in bushes is ineffective for speed control. It is a waste of resources and does not meet the goal of reducing speed in the Village. Certainly if an Officer needs to park his vehicle in an area where (s)he can observe activity, it may be necessary to be hidden. What does not make sense is to hide patrols on an ongoing basis at the entrance points to the village to monitor speeders. If our Police need to hide in the bushes at every entry point to the Village for other reasons, I would be deeply concerned.
Regarding ticket statistics, I'm aware that revenue has been reduced from traffic violations during the past 12 months. Frankly, I have no issue with the issuance of tickets for violators. My sole point, from a law enforcement perspective, is that hiding in the bushes doesn't work for traffic control.
On an aside, I greatly appreciate the efforts that you and other Village Officials are making to help improve Perry. My criticism of, what I believe to be a flawed procedure, is in no way intended to disparage the efforts of others or our dedicated Police Department.
Let's all continue to work together to make Perry a better community.
