Looks like they will slow down any vehicles before they hit the crash barrier. So this might be Caltrans property. There are too many code violations to put down here. I will file a service request with Caltrans. They like to bring CHP along just in case the homesteaders become upset.

Google maps street view show the address as 3799 Beach St. In the 2011 photo the crash barriers were yellow so it is not a safe place to be. There are probably a number of easements at this location. They are at least a public safety nuance by blocking the crash barriers. They do have there little orange safety cones in place.

The sidewalks are also blocked by the camp too.
