I still didn't get an answer from the landlord. I'm following up on that and will keep updates posted here.

If you are able to contact your landlord, you might be better served to have them locate a bike rack at the back of your property away from the street where there’s more privacy /security from theft and damage. Street rack bikes are often hit by car doors opening, trash barrels, and snow removal.
Having said that, if approved by your landlord, the city will most likely come out and assess for underground utilities in the sidewalk to determine if a rack is reasonable to install.
I've been in touch with the property manager, who kindly stopped by for a landscape visit. But there is no available space for bike racks inside the property. So he is giving consent to be installed in front of the building – where there is plenty of room.
He let me share his contact number if there's a need to get in touch.

So we'd like to proceed with the City coming to assess underground utilities on the sidewalk and see if it's possible to install.

Thanks for your request. We will evaluate this location, let you know of our findings, and notify abutting property owners if racks will be installed. Please note that sites for bike racks can be limited on narrow sidewalks due to the ADA (Americans with Disabilities Act) requirement that a sufficient walkway be left open for people with disabilities.
Hi, thank you for checking in. There was a delay in the previous round of installations. This request will be prioritized in the upcoming round which will be installed this spring. Based on previous conversation it looks as those the landlord would be okay with the space being used for a rack. Barring any issues with ADA access this rack will be fine to go in.
