Here is the place to file a notice with the city.
If you file a notice, it will be reviewed if you file the notice as "Traffic light dysfunctional" and report that its timing is irregular and causing blockage.
Throw a dinner party and have 5 people call... 1 each day for a business week... and you can guarantee it will be reviewed.
