Now that parking permit hang tags are no longer required in residential parking districts, what resources are available for residents to verify if someone has a permit to park in their district or not?

Thanks for the information, but it doesn't really solve the problem. There are no resources for residents to know who is allowed to park in their district.
This causes residents to have to memorize which cars they usually see parked on their streets, and even with that workaround, it still doesn't inform the residents if those cars have permits or not.
Nobody can intuitively know who has parking permits, and this causes animosity among neighbors.
Now that Doug is gone, does Karla know about this issue?
