Seems like a drainage system is blocked and the water won't drain and has created a mosquito swamp that overfills every time it rains

ditch behind property has rectangular stormdrain which construction workers doing work on the other side have been dumping trash and debris. now this drain is clogged and with all this rain causing it to flood

Can you please readjust this lid. Someone or something of an unintended manner could easily fall into this drain
