The collapsed fence wood is rotted, and in fact most of the upright fence wood along this area is also badly rotted. This photo shows the left hand section.

    The issue: bicycles & pedestrians on the Canal Trail are not stopping at the stop sign at 3496 Whitney Avenue in front of M&T bank. Ignoring this stop sign is especially dangerous because vehicles turning into the parking lot from Whitney Ave might not realize the Canal Trail crosses the entrance to the parking lot. Even if you are aware of the Canal Trail and watching the Trail as you turn some bicycles are going so fast that they are not within view until your vehicle is turning into the parking lot. If you go watch from the M&T lot for 5 minutes you will see at least close accident between a vehicle and a bike at this intersection.
