The owners of the apartment building at the corner of Piedmont Avenue and Monte Vista Avenue (entrance is on Monte Vista) leave their residential trash and recycling bins on the sidewalk all week. Residents often take their garbage out to these bins. Inevitably, the bins fall over and garbage literally is spread for half a block down the street.
