Description

Why is this the only traffic light does not flash yellow prior to 5 a.m. in the morning. All others on Church flash yellow with side streets flashing red. Often times this light inhibits traffic flow on Church while waiting for 18th avenue green light to turn red. Just seems to be a waste of gas to have to wait for no traffic across this intersection. Thanks,
