there is a plan to put a street light up on the side of our house, in the yard. As it is the street lights in our area are very bright and they illuminate a large area. Our backyard is lit up at night because of the streetlight a few houses down on Richardson. I am dismayed to think that a streetlight on Richardson, in our yard or across from our house will light up our bedroom and our sleeping porch. Is there any way to aim the light down or to put a shade on part of the light so that it won't be so bright and spread so far into yards and houses?

There is no clear scientific evidence that increased outdoor lighting deters crimes. It may make us feel safer, but has not been shown to make us safer.

Burlington probably doesn't have outdoor lighting ordinances or codes. There are many reasons why we should. https://www.darksky.org/our-work/lighting/public-policy/policy-makers/
They might have changed to using LED lights without considering that white LED's are much brighter than the old lights.
Some best practices that other cities and towns have adopted around this issue:
1.Always use fully shielded fixtures that emit no light upward
2.Use “warm-white” or filtered LEDs (CCT < 3,000 K; S/P ratio < 1.2) to minimize blue emission
3 Use products with adaptive controls like dimmers, timers, and motion sensors
4.Consider dimming or turning off the lights during overnight hours
5. Avoid the temptation to over-light because of the higher luminous efficiency of LEDs.
6. Only light the exact space and in the amount required for particular tasks

I am told that after speaking with your husband on Friday it was determined that the light originally scheduled to be installed next to your house is now being moved across the street.
