Description

Paving being done in conjunction with the widening of Falls of the Neuse Road from Raven Ridge to the intersection of New Falls of the Neuse Road is not up to the standard that was required for the paving related to the new bridge construction and at other City and State jobsites, Poor quality joints between lanes and last minute excavations and backfills would seem to indicate short lived and poor performance of the pavement in this area. A lot of time and money has gone into this project to have less than satisfactory quality and performance in the finished product.

Your request for me to close this issue is not my responsibility to do. I provided an observation based on construction paving experience since the late 60's that was intended to alert your project inspectors of possible need for special attention to avoid another pavement failure within the next 2 to 3 years that will require expensive and disruptive repaving of sections of the road in questions. Some portions were carried out with precise detail to bed preparation, membrane installation, subsurface compaction and multi layer paving. Other areas were cut, graded, covered with gravel and paved within one or two days. the difference in activity and therefore uniform compaction often create difference in road surface that result in failure points. I am aware that your inspector was not able to cover the project continuously, so i was providing an alert for diligence on his or her part. As an inspector I assume that they want to assure the highest reliability of theri projects within the funds allocated to the project, and to get the project done right the first time.
